Sometimes yes, mostly no. If the existing paint is clean, well-bonded, and not chalking or peeling, a new coat over the top will hold just fine with proper cleaning and light prep. That's the best-case scenario. The problem is most exteriors aren't in that shape when people are calling to have them repainted. If the old paint is failing in sections, bubbling, or flaking, painting over it doesn't solve the underlying adhesion problem.
